The Central User Administration facility enables us to assign the same
role to a multiple target systems for a particular user, however if we want
to use the mySAP.com Workplace this feature is effectively disabled by the
fact that each role must have a single target system assigned to enable the
Launchpad to be built (Function module NAVIGATION_USER_MENU_READ).
Is there any way around this restriction?

I don't know any shortcut to this, except maybe modify the functional
Navigation_user_menu_read. I have customer done it for other purposes.
For
your case, it's much more complicated. I'd kindly suggest you wait for
the
next release of SAP Portal for much more flexible user navigation, which
should be available soon.
