How do you attach a PDF file to a workflow?

EXPERT RESPONSE
A user can attach any PC-based file from their SAP inbox (Business Workplace), simply by opening a work item and hitting the "Attach" option.

However, I suspect, that what you are asking is how is it possible to attach a PDF file programmatically. Assuming that the PDF file (or any PC-based filed) is already on the SAP server, then all you need to do is create a SOFM instance (see SOFM object type in the Business Object Repository).
