Is technology by itself sufficient to bring my organization into compliance?

Alas, no it is not. For most of the laws and regulations for which compliance is mandated, adherence to formal codes of ethics, avoidance of certain kinds of behavior or speech, and various kinds of policies, practices and procedures that extend well beyond computer systems or other forms of technology must be designed, documented, implemented and monitored for compliance to be complete. Ultimately, it's as much about what people say and do as it is about what systems contain, and how they manage access to information and services. That said, technology and tools can be helpful, but none of them by themselves can handle the whole job involved in designing an appropriate compliance strategy, planning and implementing that strategy, then checking to make sure the results truly are in compliance with whatever body of law and regulation may be involved.
