The most popular open source languages are PHP, Python, and Perl. Java is not open source (as yet, although there have been promises), but many Java-related technologies such as application servers are open source, so many consider it an option in your case as well. A range of development environments is available for these languages, some free open source and some proprietary. And don't forget the open source databases. Here are some links:
