There are lots of options for open source development languages and tools. The best for your situation will depend on the specifics of your requirements, but here is a list to get you started.
The most popular open source languages are PHP, Python, and Perl. Java is not open source (as yet, although there have been promises), but many Java-related technologies such as application servers are open source, so many consider it an option in your case as well.
