I have a problem with awareness within Notes. When users log on to Notes, Sametime awareness spikes the client PC utilization to 100% What could be causing this issue?

Issues such as the one you are describing are most likely due to network configurations and connectivity, that is, the connect component attempting to locate Sametime servers within the community.
Change the users preferences (File --> Preferences--> User Preferences, "Instant Messaging," "Show instant messaging status for names") and restart. Check whether the spike still occurs.
I would expect the spike to disappear. Then inspect your location documents, connection documents and client network configurations.
