QUESTION ANSWERED BY: Carrie Higbie VoIP is voice packets that encapsulate into data packets and travel the network via the IP protocol. ATM moves data in cells via a fixed route that it establishes. In IP transmission, the IP packets can move in a variety of routes and the end device has to reassemble them in order.

ATM would definitely be more for a business primarily due to cost.
